Controlled wastes

These guidelines below should be read in conjunction with the Environmental Protection (Controlled Waste) Regulations 2004. The Regulations provide for the licensing of carriers, drivers and vehicles involved in the transportation of controlled waste on public roads.

Controlled Waste Guideline Series Guideline No. 2. A Controlled Waste Carrier (Carrier) is licensed by the department to transport controlled waste on public roads for gain or reward. It is the responsibility of the Carrier to collect and transport controlled waste from the premises of a Controlled Waste Generator (Generator) for treatment or disposal at an approved location.

Controlled Waste Guideline Series Guideline No. 3. A Treatment or Disposal Site is: (a) A waste treatment facility or depot licensed under Part V of the Environmental Protection Act 1986, that is capable of treating, reusing or disposing of a controlled waste; (b) A waste treatment facility operated by Waste Management (WA); (c) A waste treatment facility or depot approved to treat, reuse or dispose of a controlled waste under other relevant legislation; (d) A premises licensed under the Explosives and Dangerous Goods Act 1961 (Section 45 1(c)); (e) A licensed sewer under the Water Services Licensing Act 1995; (f) A site approved by the DoE; (g) A premise registered under regulation 5B of the Environmental Protection Regulations 1987.

Controlled Waste Guideline Series Guideline No. 4. The Controlled Waste Tracking System (Tracking System) has been implemented in order to streamline the process in which information is collected about the transportation of certain controlled wastes. This information, once stored electronically in a computer database, can be updated, sorted and queried very efficiently and quickly. This will enable statistical reports to be produced that can be used to determine such things as future treatment facility requirements.

Controlled Waste Guideline Series Guideline No. 5. The Paper Tracking Form is designed as a back up to the Controlled Waste Tracking System (Internet based system), and will always be available for emergencies or other times when the Controlled Waste Tracking System is unavailable. The Paper Tracking Form is a triplicate form that is designed to be completed by the Driver and accepted and closed by a department approved location. (Note: the Paper Tracking Form is not available to download, as it is in triplicate.)

Criteria for acceptance of wastes at various classes of landfill in Western Australia. The document was revised in 2009 to remove a number of inconsistencies and errors. More stringent waste acceptance criteria than those listed in this document may be imposed by landfill operators. Conditions of a licence issued under Part V of the Environmental Protection Act 1986 may also apply more stringent acceptance criteria.
